I have seen some people break apart their charging bases before here on the forum. Do a quick search on the forum and double check the "Workbench" section.

Yeah, you should have about 9 volts between some charger pins, can't remember which (two of them are connected internally by a resistor).

There is a 100 mA canned style plug in fuse (looks like a brown electrolytic cap) in the charger and it might be blown.

Since you're at 110V, the fuse might actually have a different rating - replace with whatever value you find in your charger now.

Thank you! Pics were perfect! Got dock to work.... and now the 7000 powers up... but only when on the dock so it looks like the rechargeable battery pack is dead.... 

Best place to pick up a replacement battery pack?
