So... before the whole French iPhone thing could come around, Vodaphone in Germany sued T-Mobile saying they have to also allow an unlocked version. It appear the courts stopped sales of the phone only in conjunction with the 2 year contract (according to WSJ). Other reports say that since the court hasn't ruled yet (ruling in two weeks) that they didn't have to stop selling yet.

...says T-Mobile has started selling unlocked iPhones today... for 999 euros. Ouch.
Orange in France will also be forced to sell unlocked phones. It's the law. The price is yet unknown... but 999 euro was rumoured as well.
France will start selling iPhone on the 29th of November.

I went to the local t-mobile store at lunch and checked it out. It's true. 999 euros without contract. They started today. It's not advertised.
re: other European countries, not yet. France was suppose to be the first on the 29th of November but the lawsuit from Vodafone sort of put the wheels in motion here. With the French one there was a lot of speculation that the unlocked ones would only be available in French.
