Why is the forum so slow, at the moment.

Pages are taking 12 seconds to load when normally they load within a second!
Not over here. As you're both from the UK, it's possibly a wider problem between your isles and where ever the forum currently is hosted (still in the USA, I believe).
As Mika says it feels abit faster than usual here in the cold harsh north...
While on the subject. What's happening with the new forum software and server???

And I often get "this forum is unavailable" when I make a post. Finding it hard to use the forum lately.
If you're using ie9 try enabling software rendering under Advanced Settings. It's the topmost setting in the list.

Well, screens are loading in less than 1 second now and I haven't done anything!!!
Posting is still taking an age though.

I don't know how close Ely and Rochdale are geographically, but according to your and Michael's IP numbers you are close neighbours in the Internet topology! This problem could have been something like a broken router or connection at BT that was involved with carrying your traffic to Aquest in the USA (where the forum server is hosted). Temporary fixes for such problems often involve slower connections that route around the culprit, while traffic to some other places continues seemingly unaffected.
The posting problem is the same old (completely unrelated) thing with the forum software, which mostly bothers members with a post count in the thousands. Another try is often needed. I personally have become quite automated in copy-pasting my content to safety before clicking on "Post"...
Unfortunately I'm not quite sure where we are going with regards to solving that, but I do know that work is being done.
