I see nothing strange in this procedure. You pay only for the dealers time, and not for the PUC update as such.
It has to be done by a B&O dealer or certified service technician with the right software. It´s a fairly quick procedure, and your television should receive the latest firmware at the same time.
You can have all the codes you desire, but I understand the memory space is limited, so you cannot have 100% of the available PUC.
