I have the Apple TV and control it via my ipod touch using the remote app which works really well

I would love to run app on a computer (PC) is this possible.

Is there a legal iphone emulator program that i could use to run the iphone?

If you are talking about controling your PC with an app on an iPhone or iPod touch then use the  Rowmote App. I've got it on my iPhone and iPad and can control all functions on my Mac Mini's in livingroom and bedroom. No need for keyboards or mouse anymore, or beoLink for that matter.
