I think the CD4 decoder was still an option on 4004 - it certainly was on 4002. It's a large and densely populated board under the keypad, which you probably would've noticed if you had the turntable open. It's unlikely you have this option though, since quadraphony was pretty much out of fashion already when the 4004 was introduced. There should also be a "CD4 / off" switch on the right side of the plinth, but it may be there even without the actual decoder board. The details of this board are in the Beogram 4002/6000 service manual.
For checking the speed, you can simply print out a strobe disk from here, for example. If the speed trimmers are properly calibrated, the turntable will run at the correct speed quite accurately when you have them centered.
The turntable is centered with the same three leaf springs that take care of the height of the floating part of chassis. The leafs can be moved a little back and forth as well as adjusted up and down. See page 4-1 in the service manual for details.
