Yes, that can absolutely be a capacitor problem, but it's also possible that there is dirt on the speed governor which is a metal disc with square holes along the edge for reading speed. It's under the subplatter. I cleaned mine when it had speed problems and they dissapeared

How is the tracking force, it should be just about 1,2-1,6 grams. There is a scale on the right side of the tonearm. I could also sound like the pre-amp is overloading because of too high sensitivity. What preamp are you using? Sorry for not answering in Dutch, but I can't write in that language
