I have a B&O 5000 system with MCL's for a whole house system. One of the zones is outdoors - and as such i would like to add an in-line amplifier so that the outside speakers can be amplified to balance the inside speaker system. Does such an amplifier exist and if so, from what manufacturers.

Not easily with the MCL82 system you have but if you use your BC9000 and MCL2, what you need is a MCL2AV with an MCL2P amplifier and you will get separate volume control for the external speakers.
You can connect a Hi-Lo converter to the speaker outs of the outdoor-MCL. It converts the speaker level down to line level, so you can use any amp you want, and you can control the volume via your beo remote. Normally you will find Hi-Lo converters in car hifi shops. They aren`t expensive - here in Euroland about 10 - 15 Euro.

Can i substitute my MCL82's with MCL2AV's or MCL2's and still use my same in-wall IFR's - which enable me to keep my existing wiring and IFR's and yet change the controllers?
For MCL2 system you will need 7 wires. four are for audio (left-right, hot-ground) and three for data, DC, shield. Unfortunately I don`t know anything about MCL82 wiring, though I think it is similiar to MCL2. More info on the beotech site.
