The PVA type adhesive is absolutely fine to use for refoaming - it's not actually far removed from what many loudspeaker manufacturers use! The joint between the cone/surround and the surround/chassis are not generally highly stressed, and both have a decent area of contact, so an uber-adhesive that will withstand an earthquake is not necessary
