I don't think the 6000 is under rated - it is based on the 4400 which is in many people's opinion the best sounding receiver made by B&O. Take off the cartridge and set it to play - obviously the arm will not lower but it will think it has! Once over the record, push the cartridge arm slightly inwards - does it track across the record? It should do! If not, the detector mechanism is broken and is not sending signals to the motor.

Looking around, the problem can often be the electrolytic capacitors on the servo board. It affects many of the Philips based machines, not just B&O. The solution is to replace the electrolytic capacitors and check the soldering on the board generally.

The first thing I would do is swap your two CLs around and see if the 'bad' one sounds the same.
