Yes, i have seen this before with the missing 2200uf cap. The cd drives are different, one power supply voltage line is not used any more. So the cap is not necessary any more. I dont remember which voltage is gone, but i have had both types of the BC9300 in repair. The older drive had the cap, the newer drive did not. Was it the negative -9V line.

Sorry, i never had this LX2802 in repair. I would check the bigger caps and the primary 150uf/400V cap. And the first oszillator cap with 6,8nf next to the first power transistor. If the small cap has gone bad, the frequency is to high and the transformer cannot transmit the faster magnetic field.

You dont need 2000V for this cap, it's spec is just 1600V~ Use the smaller spacing.
