Hi. I think if it doesn't respond to being touched on top, I would suspect the fuse inside. It's awkward to get at behind the input and output wires, and is under a soft, clear cover. I have had them blow a couple of times since I bought my two in 1993. Usually when I put too much demand on them. Andy T.
