Soren suggests he had a short from TR27C to ground, now looking at my CCT diagram there is a resistor between the 15v stndby line (the bit that Soren has measured) and the capacitors you mentioned, just to the right upper part of the touch detectors diagram 1. This then feeds remote reciever / selector circuits with the capacitors you mention. Now,

Yes I have had my eye on the Rigol scopes for some time, and the 50Mhz version can be 'upgraded' to the 100Mhz with exactly the same performance as the official 100Mhz with a firmware flash!!! - I think the manufacturer became aware and changed this but there seems to be a lot of original stock left lol. Just can't justify that sort of money

Firstly, it would be great if you helped this site and became a silver member (or gold with fantastic benefits) and then you would have access to the diagrams. Now, a quick way of tracking the fault either side of the detector circuit is to disconnect the detector lamp from the circuit. I recomend removing one of the wires that terminate on the pcb

Yes, the main oscillator is used for the internal timers to count the tuner pulses, and then that very signal is prescaled to time the processor - this is why I asked if you had a main clock, start at the roots, so to speak! If there is a clock at the gate of the fet, then there should be a clock at pin 15, if not find out where it is getting stuck
